Big Meadows is a good place to photograph deer. It's in Shenandoah National Park near milepost 51 on Skyline Drive.
These deer are somewhat used to people and let you watch them browse in the grasses as long as you don't get too close. Bring a camera that will zoom in and you won't have to scare them away.

I love it when the deer come on to our property. I especially LOVE it when I see a buck! They're so beautiful.
