I have good reason to believe they are contrails. From our deck we often watch planes fly over the mountain, leaving trails that often look like these. And I've flown over these same mountains in jet planes. We reside under the flight path from Dulles Airport heading west.
However, contrails are not necessarily harmless. The article I linked on Wikipedia explains how they may contribute to global warming.
