The North Fork of the Shenandoah is a popular place to go tubing. If you look closely at the view from Cullers Overlook, you can see boats and groups of tubers in the river. Often they start at one of outfitters' entry points and land at Shenandoah River State Park, where the water is so shallow in spots that you can usually stand up and make your way to shore.
A bus from the tube rental company awaits the tubing party and will take them back to their cars. (Want to try it? See Discover Front Royal.)
